Technically no; a grand jury has the ability to issue Presentments. which are binding orders for prosecution.
A grand jury is the government's worst nightmare because they have no legitimate way to restrict the grand jury (read the grand jury is independent enough to root out government corruption). That's why they try to prevent "runaway" grand juries.
