They were killed on their way to a fish market to be... killed and eaten?
Why not a memorial for every fish sold at every store in the country? The store could add a small fee for a memorial marker. They could toss those in the ocean so their friends could visit the markers.
They need to take small steps to establish fish rights and gradually eliminate the pet fish market.
