It looks like the cables were buried under ground.
In some cases that's the best thing to do it bury the cables under ground but running it under ground for the whole nation would be very expensive.

Most newer areas have buried electrical lines. But in WA State, the power companies are resistant to burying the lines in older areas. It would put the linemen out of work.
