I'd like to hear the testimony of General Carter Ham, the Commander of US Africa Command. As the senior combatant commander over Libya, General Ham answers to only two men in the chain of command - the Secretary of Defense and the President. Ham's Stuttgart headquarters was monitoring the situation in real time and mobilizing rescue options based upon established contingency plans. There were many powerful options at the general's disposal, and there was plenty of time to implement them. The wheels were in motion until somebody stopped them.

There were only two men in the chain of command senior to General Ham. So who ordered General Ham to stand down? It was either Leon Panetta or Barack Obama. Paging General Ham...
