I do believe at that point with Obama's inaction the Joint Chiefs of Staff was calling all the orders to " Stand Down " ... that's the guy now that needs to be asked some serious questions.

In my opinion any orders would have to start from the WHITEHOUSE to stand down. No General or Admiral would be able to do that alone. It all falls on the President, and he was asleep at the wheel, like he has been his whole term of office.
