Within 30 seconds to a minute after making the move to respond, his second in command apprehended General Ham and told him that he was now relieved of his command. Knowing how the Army works, I have a lot of trouble believing this.

I think it went - he receives orders to stand down ; his reply is, no it is my duty as commander to respond and save these people; then they (WH/Obama) say - you are relieved of command.
More likely?

Knowing how the Army works, I have a lot of trouble believing this. This doesn't have as much to do with how the Army works as how Chicago does....
I grew up 90 miles from the joint, and I don't have any trouble believing this (or worse) at all.
