You're not mistaken. Dempsey is on the record expressing his great concern that the Fort Hood "Workplace Violence" not cause any loss of diversity in the military. His concern about diversity seemed greater than about the unnamed terrorism against our military.

The Joint Chief of Staff Gen Dempsey made that call to stand down... in spite of the fact that it goes against protocol. ?

So Obama could have felt he didn't need to get involved because he had a really busy day the next day in Los Vegas and told the team that he was getting some rest and told the joint chief of staff to do what ever they wanted to do.
