Obama/Soetoro redefines words. He knows what they mean in his head but won`t tell you and if you assume the natural meaning according to the dictionary well, that`s your problem.

“Personally” means him as a person and human. That person wasn`t informed.
Was the President of the United States informed? Yes he was.

Your fault you assumed wrong, not his.

Maybe he was impersonating a president at the time.
