I’ve read a few of these reports and the twisted logic loosely lines up, but wouldn’t a lot of others have to have knowledge of this scheme? Hillary, Panetta, Patreaus?

I think you’re right. That’s why they wanted the CIA guys to stand down. They went into the fray and Ansar al-Shariah killed the Ambassador because they saw it as a double cross.
