IMHO, this is extremely revealing. First, it is the "Stand Up Chuck" buffoonery of the idiot VP. Crass, wildly inappropriate and completely tasteless. And a gaffe! Meaning he was unintentionally honest.
I think this represents that this VP WATCHED, and probably in REAL TIME, the heroism of Tyrone Woods in his last hours.
Proof the POTUS/VP were derelict in their duty, deserted their post, or both.
