Were told to stand down

...who gave the ORDER "to stand down"....request denied is completely different from STAND DOWN!

I think the stand down was to those in the CIA annex who wanted to go to the consulate. After the second Stand Down Doughtery, Woods and one other (his name escapes me) went anyway.

3 requests for help from the annex were denied.

If I understand it right it was both Stand Down and Request Denied.
