I am not sure how to feel about it. Because this gives Chavezes and Castros an excuse to not let international observers to their elections.
As if their monitoring in Cuba and Venezuela actually matters.....right. The UN is a worthless money pit that allows third world dictators to steal billions of dollars.
I think it matters in some countries. Recently a country of Georgia had a change of power through elections. This is not common at all in the region and I think international observers helped to keep the fraud down.
