It was a consular building, not the embassy. The embassy is in Tripoli, hundreds of miles away. This was an outpost in the middle of al Qaeda territory.

The Ambassador is usually in the embassy. Stevens was in Benghazi, in the middle of Al Qaeda territory, with virtually zero protection. He begged for protection for weeks before 9/11. Obama refused him every time.
