Pretty much,the plan,the excuse for letting Stevens get killed was that they wanted to go low profile and use locals for security.That will scare al-queada.

Trouble is they hired shopkeepers etc. for $30 a day and then didn't pay them for a while. When the shite hit the fan they all ran away.They just watched the rest happen.
