I guess I don’t understand how it’s propaganda.

Drudge runs a headline and then connects to the story, usually on the news site’s own website. Then he connects to the website of other online sites. He and his staff choose which stories to feature and write nothing but headlines.

All he does is expose what other news sites, columnists and bloggers say.

Ah...but Drudge has become a genius on page set-up. The way he picks photos and stories and how they draw the eye. He creates an unmistakable. (but subtle) theme

Ann Althouse (interesting blog) has finally noticed this and now regularly takes a screenshot of his page, points out the cleverness and has complete threads on that subject alone.
