I suspect this was likely an old-fashioned roust, probably on the behalf of one or more of the local businesses.

Now, it *is* possible there was some merit to the third charge - i.e. hawking in the sidewalk. I’ve seen vendors who get kind of aggressive trying to get people to look at/buy their stuff. Even IF that were the case, though, the Barney Fife routine on the height of the stand, etc. is totally unnecessary. If the guy was out on the sidewalk, the cop could’ve just warned him to ease off and let it go at that.

Looks like the ticket was written at 5th and Broadway.

I’d give him a ticket for even showing up. That is an awfully crowded area and likely he was infringing on the seriously hole in the wall businesses who store fronts are no bigger than my front door.

Additionally, the foot traffic there would be pretty deep. Though maybe not so much this time of year.
