Consequently, blame for the abuse of the public trust represented by politicians colluding with public employee unions is equally distributed. Union reps aren't just "doing their job" when they engage in schemes to screw the taxpayers.

That's exactly what proposal 1 is about. They want to overturn the emergency manager law because an emergency manager can negate union contracts in cities that are falling deeply into debt. In most cases, those cities are in debt because the unions own the city council members.

They legally contributed to campaigns. It was the elected official that gave away the store in exchange. Is that the kind of rep you voted for? Not me. The system is corrupted I agree but I place blame with those that were supposed to be on the taxpayers side of the bargaining table.
