During this years “big” hurricane lead-up, I heard that Cuba has about 3% of families with personal vehicles.

That’s a reasonable target per Baraqqi doctrine.
The rest can ride “high speed rail”.

King Obama’s October surprise. He will declare an emergency and force the lowering of gas prices with the temporary reduction of all taxes on oil from the retailer to the refining of gasoline.

We can't drive our SUVs and eat as much as we want and keep our homes on, you know, 72 degrees at all times whether we're living in the desert or we're living in the tundra, and then just expect that every other country is going to say, "Okay, you guys go ahead and keep on using 25% of the world's energy, even though you only account for 3% of the population, and we'll be fine. Don't worry about us." That's not leadership.
