I forgot to add- and jail gives them street cred. They get 3 hots and a cot. Also black culture is a bit different when it comes to white regarding homosexuality. Many of them don’t have an issue with same sex relationships between men, as we discovered medically when black wives started presenting with HIV infections. That isn’t racist, it’s an incomvenient medical fact. So jail- food, shelter, sex, street cred...not so much a deterent.

I just had a thought.

How about, no welfare, food stamps, any sort of assistance, if a person has been convicted of a crime?

Or would that just decrease convictions of criminals?
