I think you got that right...and he used NATO to do it with, which makes them all complicit. It doesn't surprise me to see that neither Russia nor China are willing to allow him to do it again to Syria.
They were both against the strikes on Libya. China had considerable investments there. I don’t know what became of those. Undoubtedly neither one is thrilled with the idea of a Muslim Caliphate run by fundamentalists.
