Maybe Joel Gilbert made the label. Unfortunately Paul Shaner died in 1995, but you could check with HPD, or maybe search the articles here:

Something seriously stinks about that caption stuck onto the bottom of that image of the people walking along under the sign -
1. the Elks Club was not at 2994 Kahili
2. the image isn’t of a raid
3. there are no uniformed police personnel there
the only uniformed person is a sailor
4. the building at which the Elks Club was since the 40’s according to the picnic notice, was at Vineyard Street
5. the building described as four story turns out to be two story
6. the photograph of the two story building at Vineyard shows clearly it was never a multi-level private residence - it looks more like an office block
7. the window in the Tudor-style single level home at 2994 Kahili which is described as being close to the floor, shows in images claimed to be of the interior that it is about 3 foot from the floor and the blind reached to the ceiling
8. but when you look at the exterior of the window, on several views from Google Earth, the window has been deliberately obscured - I posted the window images above.
And Paul Shaner is deceased, how very convenient. Frankly, I was suspicious from the moment I saw that image, I find it a little hard to believe that one can just walk into a police station anywhere and help oneself to photographic records from the archives.

NOTE: There's little possible doubt that the above images are all of the same girl and the photographs were taken at the same time. The second image from the left would have belonged to 'Battling Babes' and if LorenC is right, the above images date from 1957 or 1958.
