The combatants usually wear uniforms too. We are dealing with foes who wage a spiritual war and their #1 strategy is too deceive. How do you negotiate with the spirit world/their allah god, lol?

After WWII, Nazi “werewolf” insurgents attacking allied troops while wearing civilian clothes were promptly executed.
Nazis are not much of a global problem anymore.
