Any contractor that doesn’t give the warning notice WILL have to legally cover it out of his pocket - unless Obama can figure out a way to waive it, or make up the difference. Anyone working HR at those contractors who don’t follow the law here risks jail time.
They’re welcome to take Obama at his word...but there’s an awful long history of people that have done that and ended up quite disappointed.

Before laying off employees, business owners need to consider WARN Act requirements. In 1988, Congress passed the Worker Adjustment and Retraining Notification (WARN) Act. This law specifies which employers have to provide notice to their employees about future layoffs. BIG FLATS, N.Y. (AP) Sikorsky Aircraft Corp., citing declining military budgets and a tough economy, said it will close its plant in upstate New York and eliminate all 570 jobs.
Employees at the 5-year-old facility, which has seen its ranks dwindle from a peak of 1,300, were told Monday that the plant would close as of Dec. 31 and its work transitioned to Sikorsky's West Palm Beach, Fla., facility.

Most likely there are contracts involved especially if unions are involved. Is Obama telling them to ignore legal contract clauses concerning layoff? Keep an eye on this one.
