Really, it's tragic. We still have good people out there and foreign agents who risk their lives. Then, the intel goes up the bureaucratic ladder until it turns into exactly what the boss wants to hear. I saw an old CIA guy who said the agency went downhill when they moved into Langley. Before that, they were hidden in little offices all over DC and got things done. After, they became a top-down bureaucracy with all the predictable pitfalls. And, post 9/11, they just made it worse!
