Hi ALL, Need some help. In a Twitter war at #obamaphone. Claims are that this current "ObamaPhone" program was started by Tracfone in 2008 under Bush, but appropriations would have had to have been approved by Congress, right? And if so, Congress was held by Pelosi and Reid. Trying to track down what is the funded program's name and whether Bush did it on his own or if Pelosi and Reid started it.
