This is a good point. Incumbent presidents usually revel in international affairs during an election year, because it is something that sets them apart from the challenger and makes the challenger look like an amateur. But Obama is not meeting with dignitaries, cutting trade deals, negotiating arms treaties.

Can anyone think of any foreign policy concessions he has won from another country? I can't. Even Honduras stood up to him. He doesn't want to go do anything international because he knows he has a high chance of failing.
