EMP is the way for Israel to go but using EMP means others will use it on you now or eventually. So I hope Israel is hardening its electrical grid and other essential places. They should also over stock onboard (black box) computers for automobiles and keep them in shielded warehouses. Israel can make circuit boards and may have to make a lot of them if they get an EMP attack. So stockpile capacitors, diodes etc etc

Suppose Israel launches a single-missile attack on itself from one of their subs near Iran that causes minimal damage. Then blames Iran and retaliates overwhelmingly. We're thinking up scenarios where both sides are civilized and logical. The Islamists always lie, and never listen to Israel. Israel can blame Iran all it wants, but no one would listen and Iran would lie about everything.
So it doesn't matter if Israel waits to be struck first in order to blame Iran, or strikes pre-emptively and gets blamed. The latter situation of a pre-emptive strike leaves Israel in a better position, while the former case of waiting to be attacked can be devastating to Israel's people. Iran is going after civilians in all-out attack, while Israel is going out to get military targets. I would rather see Israel strike first.

The first question you have to ask yourself is how many of these raghead dictatorships have the ability to launch an EMP strike. You need a specific type of nuclear weapon and it has to be detonated at a specific altitude for the most effective coverage. The Israelis could probably do it but I don't think the rest of the middle east could. Then follow up with about 200 neutron warheads to finish the job. Most folks, including me get pretty stressed out when they see mushroom clouds riseing on the horizon. I think, not sure but I think neutron bombs eliminate this problem.
