Kobach read a note from Hawaii that said Obama’s birth certificate is the real deal. And he explained that Montgomery had withdrawn and that the board didn’t have jurisdiction to rule on the issue.

Wouldn't the actual birth certificate have sufficed? Was a paper copy produced? Or a digital file?

From what I understand, it was an official verification letter, like those sent to Arizona and the attorneys in Mississippi. Under Hawaiian law, it constitutes legal proof of the information it contains.

I believe that, at least in the case of Arizona, it would not have been legal for Hawaii to issue an actual birth certificate to them, but the law does permit a verification letter under those circumstances. Perhaps the same was true here.
