When a boy comes forward and says “Scoutmaster X sexually abused me” then Scoutmaster X is “suspected of abuse”.

The problem was that they didn’t report it to authorities but swept it under the rug and after numerous “suspicions” allowed the offender to resign in good standing with the Boy Scouts.

“Hey X was a former Scoutmaster, and left only for work related reasons - lets hire him as camp director for our summer camp for young boys.”

It was demented and sick - a Penn State atmosphere where such conduct was allowed to be ignored because nobody wanted to raise a stink.

I would agree but do we have those details? In scouts, if you were left alone at camp site with the boys that would be a violation and subject a man to suspicion. As a merit badge counselor, I could not meet a boy in a room alone. If I did, I could be under suspicion.
