I kind of see the point.
I had one granny that was a very tiny lady that I would have put up against a battalion of BPs or any other group. Talk about reverse intimidation.
My other granny was a very meek lady. Easily intimidated by even a threat of confrontation or scowls.
I don’t see the BPs showing up in my Tiny Town. And even if they did...I take after the first granny. In fact, I think I’ll wear my “Fear This” t-shirt just in case.
It might work on many levels, lol.

Ummm...yes.
And brandish their nightsticks.
I think its intimidation.
Lets turn it around...how about a white supremecist group dresses up in military style attire, complete with night sticks, and stands outside a polling place. Most people would consider that to be intimidation...why not this?
Or, lets put it in retail terms. If you owned a gas station, would psuedo uniformed men standing outside your door with nightsticks:
a) help with walk in business
b) hurt walk in business
Most people would intuitively choose (b).
