Actually, you are totally correct....WalMart can replace those torn 100 bills...so giving the customer back two non-torn 100 bills would not be a problem....
However, WalMart is not the brightest of companies...and their lower management probably is clueless about that. Heck, all WalMart work schedules are done at their corporate offices...not at their local stores

Their actions were indeed malicious. Even if their ignorant understanding of fake bills were put aside, their treatment of this women was malicious.
