Actually, in most of our jurisdictions, if a customer is suspected of stealing store property (and being suspected of paying for merchandise with counterfeit money would essentially be the same as stealing that merchandise), then the store is allowed, in most jurisdictions, to hold the customer for a reasonable time, in order to properly investigate the matter.

I'm not sure if such a privilege existed in that location, but it seems likely that it would, as by that time, management was involved, and they likely knew one way or the other. And the fact that this privilege does exist in most jurisdictions reflect the fact that most believe shopkeepers should have this right, for good reason. They have a lot of merchandise vulnerable to "grab and run" thefts, which would be at great risk if they were powerless to do anything.
