I thought about this briefly, but pigs are mostly defensive fighters, whereas dogs are streamlined predators.
However, there is another idea. Dogs are invariably used for police matters in a 1:1 ratio with their handlers. But what if you trained an “attack pack” of dogs?
Wolves are optimized when they hunt herd animals as a pack, and if part of the herd is trapped they will occasionally perform a “sport kill”, which goes against the “sick and lame” idea, and takes out a bunch of healthy, adult animals, oddly enough ignoring the young and older animals.
To train a pack of dogs to do this sort of thing against rioters would both be possible, and really break up the riot in a hurry. In effect, members of the pack would each get half a dozen deep, bleeding bites on one rioter before moving on to the next one.
Simulated “sport kills” as far as the dog was concerned, as long as the rioter laid down and stopped moving. Once down, stay down, or the dogs may attack them again.

I still like the idea of pigs used against Muslim rioters. As I mentioned, they can be trained and rioters screaming and charging would be enough to raise their hackles.
Before then, I would like to see “pork guns”, that would shoot the equivalent of 40mm grenades full of pork lard, that would airburst over a crowd, spraying grease all over.
Maybe a spring loaded pork chop thrower. Or lower tech, a dog ball stick thrower, or an atlatl, modified to throw chunks of pork.
Now those are some good ideas!
I think what you’re looking for would be the Acme PorkFogger, which reduces picnic hams, bacon or other fine pork products into very very fine pork products suffused in the atmosphere in your locality. Breathing pork - feels great!
Pork micro-dust - it should keep the crazies off the streets at least.
