Hmmm.....he cannot use the internet as a condition of “parole”? Is he also not allowed to use envelopes and postage stamps? Strange times we live in.

Think about it this way - probation is imposed on a convicted criminal in lieu of imprisonment. So, conditions of probation can be very broad, up to and including house arrest. Depending on the initial crime, limits limits on computer/internet use are rather common.
