I'm pretty sure that isnt the plan. Follow the money. Agencies have budget limits. If the "master planners" wanted to confiscate as much ammo as possible (aka back door gun control), one of the best ways to do this would be to spend out of budget surpluses (real or otherwise "found"), spreading it out over as many agencies as possible. This would lead to many oddball situations, agencies that normally have no purpose for ammo, suddenly and inexplicably having the motive and the money to acquire it. Just as we are seeing.
I didn't have this idea on my own. Local gun shop guy suggested it to me. One of the side effects is that ammo makers are running 24/7, supplies are spotty, and prices are shooting (pardon the pun) through the roof. Render hobby shooting or range practice so expensive that only the well off can do it, and presto, you have de facto gun control with no legal complications, like the 2nd Amendment. No Constitutional prohibition to the gov cornering the market on ammo. Assuming this theory is correct, these guys are like computer virus writers. They're finding and exploiting the gaps in the system.
What will happen to the ammo they've stockpiled? All depends on how you've tuned your tin foil hat, but it seems extremely unlikely to me it would be used by bureaucratic amateurs with American loyalties. There are other possibilities. Whatever happens, God is still in control. That is the one anchor we can trust during these troubling times.
