Why would Obama offer something to Romney that he doesn’t bother receiving himself? Obama doesn’t value the briefings himself, so he sees no need to include anyone else.

IIRC, the Clinton administration was very slow to get GWB into the loop and did everything possible to slow the transition after the 2000 election. Their excuse was that they didn’t want to act while Bush v. Gore was in the courts, but it was a first in excluding a nominee and later a President-Elect from necessary knowledge.

You are missing the point. If Romney gets the briefings Obama will have to attend the meetings because Romney might know more about what is going on than he does and might trip him up in a debate.
Obama does not want to go to those boring meetings because it cuts into his golf time so every day they can delay is another day to play golf.

The GOP convention ended less than two weeks ago. And, the media is running a story about how ROMNEY is not attending security meetings!

According to Reuters, Obama had his first on Tues., Sept. 2 of 2008, with John McCain being prepared to do so. This article indicates Romney/intelligence are trying to work out logistics.
This says, then, that Obama began receiving updates within 5 days of the end of the 2008 DNC. The RNC ended on the 4th, which means McCain would not have had time to begin briefing on the Sept. 4 byline of the Reuters statement.
Given that the RNC closed this year Aug 30, the question has to be asked: what is taking so long that the national intelligence office isn’t getting the Republican candidate rolling? Romney’s been the presumed candidate for several months.
