As a standard practice, Marine Security Guards guard embassies. They do not usually guard consultates so this really is not unusual.

Now it's starting to sound like they had credible evidence that there would be a problem. All the embassies and consulates should have been beefed up with security if this is true. On 9/11, I don't think the ambassador should have been away from the embassy.
