Apologize? APOLOGIZE?!
HOW ABOUT LEAVING AND STOPPING ANY CHECKS WE MAY HAVE ALREADY SENT TO EGYPT.
No more checks with no safety of Embassy.
Maybe no more return until they make huge, public amends and apologies to US for all of the trouble they put US to.
Keep the checks back until we are really, really, really sure they can be trusted.
In other words, NEVER!
