Sometimes, late at night, after a cocktail, I ponder if the government knows something they feel they cannot tell the public, but still try to give some a fighting cvhance for survival beyond what the government is quietly preparing for the elites to survive, complete with millions of rounds of ammo for defensive positions in already built bunkers.

I like this. It energizes the people who never think about preparedness. It makes sense, and I think whoever thought it up should get a big raise.
