CHARLOTTE, N.C. Police arrested a Charlotte activist Sunday for a traffic violation and sought to keep him in jail during the Democratic National Convention because an officer said he is an activist on a terrorist watch list, court documents show.

Chief District Judge Lisa Bell on Monday reduced the bond for James Ian Tyson, 27, from $10,000 – an unusually high amount for driving while license revoked – to $2,500.

He was released at about 8 p.m. Monday

CHARLOTTE, N.C. President Barack Obama is scheduled to arrive in Charlotte on Wednesday afternoon, before delivering his acceptance speech at Bank of America stadium Thursday night.

The schedule calls for Air Force One to land at the N.C. Air National Guard base at 2:45 Wednesday, with Obama’s departure slated for 10 a.m. Friday. Those events will delay flights at Charlotte Douglas International Airport, and the motorcades taking him from and to the airport will disrupt traffic.

There has been no official word on where the Obamas are staying, though it’s widely believed to be the Ballantyne Hotel and Resort. Spokespersons for the hotel and the Obamas have declined to discuss arrangements.

Dogs were patrolling the hotel, he said, while a line of dump trucks blocks the road that leads to the lodge and an adjacent four-bedroom cottage.

CHARLOTTE, N.C. Authorities briefly detained an unidentified woman they spotted videotaping buildings near Bank of America Stadium Tuesday morning.

At about 10 a.m., police spotted the woman at a Mint Street parking deck filming buildings, according to Charlotte Mecklenburg Police Department Lt. S.A. Sharp.

When police approached, she walked away and spoke to a man at the parking deck.

Soon, about 20 officers gathered at the parking deck.

By 10:30 a.m., authorities had handcuffed the suspect – a tall blonde woman who appeared to be in her 30s or 40s – and were questioning her. They released her about 45 minutes later.

“Secret Service is not going to arrest them, and we’re not going against that,” Sharp said.

Thursday outlook ... Forecasters still think the thunderstorm chances will be lower Thursday than earlier in the week. With President Obama scheduled to speak about 10 p.m. at Bank of America Stadium, and a nine-hour program of live music scheduled before that, the forecast is important.

Horne said thunderstorms will be possible. In fact, the chance of severe weather might be higher Thursday than on Tuesday or Wednesday. But the overall coverage of storms will be less. And by evening, storm chances will decrease.

Translated ... there will be fewer storms, but they could be strong. And the highest chance of storms will be during the daytime portion of the program.
