I agree there are those in that population who would gladly take a job if one was available. But you are dealing with a culture that shuns those who try to get a good education. So many are largely unemployable in our modern economy.
I've had a Black co-worker who said the same thing and does not like what most in his community thinks. He told the story about where if you put say Jews, Asians, Whites, whatever into a barrel where a few are able to crawl up and make it, they will put their hands down to help pull the others up and out and/or work together to get the few up there and then in turn, they will help the rest up and out.
He said, the mentality of the Black community at large is if you out them in the same barrel and those few make it to the top and put their hands down to help the others, the others will stay and say, "hey, you're doing the White Man thing, you're making us look bad, wait until our long legged Mack Daddy shakes down Whitey first." That's the problem we face.

Other commentators see the problem as something even worse - 'crab bucket' syndrome - wherease if you have a bucket of crabs and one figures out how to climb out of the bucket, the others will pull it back in.
