It's an illiterate, and badly mangled version of a G.K. Chesterton quote:

"The poor have sometimes objected to being governed badly; the rich have always objected to being governed at all."

I'm fairly sure the gentleman who wrote the sign is not familiar with the works of G.K. Chesterton, or anything else in a library.
