"The tests are easy to beat. We're way, way ahead of the tests.It's possible and likely that they all cheat. So why strip one cheater of his titles if it means rewarding another?

That’s what I don’t get. They say he cheated even though he passed all the tests. Therefore, the tests are meaningless. If Armstrong can pass the test even though he is cheating, can’t everyone else as well? Yet, they haven’t sent a witch hunt after them. Why?
