Laws like that used to be on the books until the late 1930's. The problem is that it, itself, enabled corruption. A little sabotage from one party that delays the delivery of ballots from a particular district and....I think you see why we did away with it. In today's world it would come in the form of DOS attacks or cut lines instead of hijacked vehicles, but the result would be the same.
Ok, then, how does one prevent the common Dem tactic of delaying the precinct vote count until all the other precincts have reported in ... only to find an additional set of ballots that more than make up the difference?
Perhaps a requirement that ballots be escorted by law enforcement?
