While I agree with that, I don't believe that was the source of the scripted event. And it was scripted. I've read there may have been a teleprompter that didn't work which may have thrown him off somewhat, but it was still scripted.

Now that the Empty Chair has become the symbol for the Resident, you might want to re-think “making too much of it.” An Empty Chair will be taking the place of yard signs, and bumper stickers featuring an Empty Chair will be taking the place of conventional stickers. Everywhere Zero goes, empty chairs will mock him. There is a wealth of Empty Chair graphics out on the web for us to use to mock Zero and his minions. This whole “meme” will grow, as evidenced with National Empty Chair Day, and Zero is powerless to stop it.
