From 2002 until 2008 our church distributed Thanksgiving baskets in Anacostia (east D.C and the highest crime area). The first couple of years it was 100% black. There were loads of boarded-up buildings, every surface was tagged and gangbangers glared sullenly from the shadows or lay crashed in the alleys. We were sternly warned by the locals to be across the river by dinnertime.
It was a hellhole.
But over a half-decade, there was quiet change. The empty row homes near the river were replaced by new condo highrises. Cafes and coffee shops opened up on the the corners and the 'bangers and taggers receded into the shadows. It wasn't Chevy Chase Village, but you didn't have to worry about getting out before dark anymore. And do you know the locals thought of it?
They HATED it. Even the local church that we were partnering with was up in arms about "gentrification". People were complaining because there were fewer "beautiful black faces" and fewer "black-owned businesses." (The latter were mostly ratty cigarette-beer-and-lottery ticket walkups.) It was pretty revealing.
