I have been forced to walk the "Ghetto Line" between the train station and the ball field to watch a Braves game. They are all over you...they all say they are Reverends and need money for there Churches...it's insane.

It's also free speech. If "aggressive panhandling" amounts to assault, then arrest the panhandler. Otherwise, I don't see how you pass a law banning someone from saying "Brother, can you spare a dime?"
This sounds like another situation which can only be solved via government intervention. Clearly the passage of more laws is what's necessary.
Parenthetically, down in South Florida where I live, there's no shortage of panhandlers of all races, whether aggressive or otherwise. There are plenty to be encountered even when I'm not in the "ghetto"...

I don’t have one ounce of compassion for you. You put up with that and it’s your own homemade problem. There are ways to clear out the derelicts and have a happy time downtown. Pepper spray is your friend. Go to the hunting store and get bear spray. You don’t have to take this from that danged Amish trash
