As the tie breaking vote in the Senate, Ryan is much better than Biden.

Indeed. If another HR 822-like bill were to make it's way into the Senate, having Ryan as the tie breaker would be HUGH and SERIES!

How "extreme" would that be for Ryan to send it over to his Boss's desk for signature!
