Sen. Chuck Grassley and Rep. Darrell Issa have asked the Acting Director of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) to explain how a top ATF official involved in Operation Fast and Furious, Bill McMahon, can remain on paid leave while simultaneously drawing an additional six figure salary from a major financial services company.

Where is the illegality? He is on leave, and can do what he wants while on leave, including working for someone else. As I understand the regulations, you can work for another firm while working for the government, as long as your moonlighting does not interfere with your government job, and the job is approved of by your supervisor.
This may be shady, but if McMahon is taking terminal leave, what is illegal about him starting his new job while on that leave?
