Expanding on what dalebert said, PP may be indulging in Clintonesque argument.
If the abortion performer is not an employee of PP, but operates as an independent contractor who just sublets space in the PP building, then it's possible that the statement is technically true. So a girl comes in, and they "refer" her to the abortionist down the hall.
Planned Parenthood’s arguement is technically correct but irrelevant. It’s like saying that the thug that cases a bank is not a bankrobber - they are in it together.
20 years ago my wife took a course in San Jose CA to become an OB-GYN Nurse Practitioner, and needed several hours of internship in order to get a Certificate. She was referred to Planned Parenthood to get in her intership hours — the non-abortion side. After she had been there for several days of internship, doing contraceptive consulting and GYN exams, in a water cooler conversation she admitted that she was Pro-Life.
She was fired the next day. Evidently, only pro-choice women are allowed to become OB-GYN Nurse Practitioners.
